Panhandle Health District ensures proper sewage disposal systems for residential and commercial properties that are unable to connect to public or municipal sewer systems.

Permits are required for all subsurface sewage disposal systems in Idaho.

PHD issues septic permits for the five northern counties. The permits list site-specific conditions and requirements necessary for the installation of an individual subsurface sewage disposal system. The installation requirements are based on standards set to help protect natural resources and public health.

Soil Absorption Systems

Central/Large Soil Absorption System Review

  • Data providing estimated wastewater flow volume


  • Panhandle Health District will confirm wastewater flow prior to fee acceptance.
  • Parcels to be served will be identified and any required easements will be in place prior to issuance of permit.
  • If residential, tank permits for each future dwelling will be needed prior to hook-up

Repair Permit

  • Replacement of a failing system

Renewal / Payments

Payments can be made over the phone, in office, or via mail. A 2.5% fee will be charged when using a card.

Sewage Systems – Permit Types & Details

Subsurface Sewage Permit – New

  • A permit is required for new systems or new location of a system.
  • A review of soil types is made at proposed location for actual septic system.
  • Sizing of the drainfield and septic tank is determined.
  • Permit approval depends on the following: the predicted maximum daily sewage flow; house size and location; well / spring location; surface water locations; depth to groundwater on limiting layers; changes to native soil (road cuts, grading, benching); distance to neighboring structures (wells, buildings, drainfields); proposed land use; soil type; other issues of concern.
  • Permits to construct a septic system are not granted until all such issues are addressed and / or submitted in writing as part of the plot plan / permit application and found to be consistent with current regulations. Permit applications are valid for 1 year.
  • Septic permits are valid one (1) year from date of issuance.
  • No partial refund is made if fieldwork is done but a permit cannot be approved.

Permit Renewal

(Must apply for renewal prior to expiration date)

  • 1 year renewal (extends permit for an additional year from original issuance date).
  • The fifth septic permit renewal will require a new application to be submitted with the renewal fee. The site/existing system will be evaluated to assure current standards are being met. A new septic permit will only be issued that meets all current standards.

Individual System Permit-Expansion

  • For projects with an increase in flow that requires the existing drainfield to be expanded greater than 10%.

Repair Permit

  • Replacement of a failing system
